Whether whatsap messages also need approval?
Whatsapp messages need to be approved by META (facebook team), it may take 2 working days.
Once approved, content is sent to WhatsApp server company that is Kaleyra and all this process is free.

Our company will get approval for free but whatsap charges to be paid by client.

Why are promotional messages not allowed from whatsap?
If multiple people block our number then our API from Meta team may get blocked. So we allow only transactional content like bills, recharge or any important message but not offers or holiday update or timings change.
